[XCSSA] Blowing Fuses and Unsure Why

Easiest way is to split it (like parsing a large file).

1.  Unregulated side: disconnect the output of IC2 and see if it still 
blows, if it does, then look at (lift) C2, C4, C8 & C14.

2,  Regulated side: lift C6,  C10 & C12, reconnect to IC2 output 
and slowly reconnect them one by one.

If it's a shorted component (capacitor or semiconductor), they get warm
sometimes hot, for a few seconds, when they short, and your fingers
are useful..

Not knowing your particular LEDs, the series resistors seem rather low,
I'd probably use 470~560 ohms for LED1 (5Vdc), and 820~1K ohms
for LED2 (9Vdc).
