A3000 (1990) predated CDROM. It's certainly not supported natively
by OS 2.1. I'm not sure about OS 3.0 or 3.1, but getting CDROM to
work either requires 3rd party drivers or some fiddling with the OS
3.x drivers. Definitely not plug and play (a term that wasn't even
invented until 5 years after A3000).

I always used some 3rd party driver myself, since I started with 2.1.

You can look around in the Devs and Storage areas if you have 3.x.
May need to copy something out of Storage and into Devs, then tweak
the parameters inside.

I never had good luck with later CDROM devices, so I hung onto a
first generation one that worked OK (but wouldn't read CD-R).

Actually, it wasn't a whole lot easier with Windows 9x either, and a
lot less transparent. Needed to muck with cryptic Adaptec libraries
if you had Adaptec SCSI card.

Good luck, and hope you can find better advice than what I'm offering.
